AMHA submitted its first MTW Supplement to HUD in April following a period of public comment and approval by AMHA’s Board.  If approved by HUD, the Supplement will take effect July 1, 2022. We are excited about changes to our applicant/tenant verification methods, how we utilize HUD’s Enterprise Income Verification (EIV) System, allowing the self-certification of assets, and offering landlord incentives in the Housing Choice Voucher Program (HCVP).

Additionally, as part of our MTW participation, AMHA is participating in a seven-year study on rent calculation. The study will compare our current method of rent calculation to a new method, which will group households by their income into tiers, and all households within each tier will pay the same amount of rent for that respective tier. Tiered rent households will pay approximately 28% of their gross income towards rent and utilities and will be eligible for hardships if their income decreases. The study is being conducted by HUD’s Office of Policy Development and Research and MDRC.  It will evaluate the new rent calculation method’s impact on households’ economic self-sufficiency and the costs and administrative burden to the housing authority.
